Failure to complete the project as per the agreement may result in the institution not accepting the project after the 60 days have lapsed. Failure to complete the project as per the agreement, the institution will then reserve the rights not to accept the project after the 60 days have lapsed.

Quotations submitted to the wrong email address or received after the closing date and time will not be considered. Failure to score at least 70 points in functionality will result in disqualification. Bid received after the closing date and time or submitted to the wrong email address will not be considered.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract.

Bidders must have a minimum of five 5 years experience in project management consulting services. The project leader must have led and completed projects in the last 5 years and have a minimum of five 5 years experience in project management services. Team members must have qualifications in ICT, project management, finance, auditing, risk management, HR, education/training, and governance/legal.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.

A compulsory briefing session will be scheduled through a video conferencing facility.

Bidders who fail to meet mandatory requirements will be disqualified. Failure to submit a valid B-BBEE certificate will result in losing preference points. Bidders that score less than 70 points out of 100 on quality evaluation will not be evaluated further on price and specific goals.
