Construction Management Tenders

The anticipated completion date of this project is 3 months post contract signing with an expected project completion date of 30 November 2026.

Bids will be evaluated in three stages: administrative responsiveness and mandatory requirements, technical functionality, and price and specific goals. The 80/20 preference point system will be used for price and specific goals.

Bidders must satisfy mandatory requirements including CIDB registration (minimum 4GB or higher), attendance at the compulsory site briefing, minimum similar project experience (office refurbishment, commercial fitout, tenant installation or similar completed in the last five years), and experience in a leased or multi-tenanted commercial building.

A compulsory site briefing will be held on 24 July 2026 at 10:00 AM at Block B, Second Floor, SANEDI Offices, Grayston Office Park, 39 Linden Street, Strathovan, Sandton.

Late bids will not be accepted. Bidders found to be involved in fraud, bribery, and corruption will be disqualified. Failure to submit fully completed proposals, including all returnable schedules, may lead to disqualification.

Mandatory technical evaluation includes CVs, proof of qualifications, certifications, Master Installation Electrician (MIE), and applicable plant authorisations. Qualitative evaluation considers resource plans, previous assignments, and lead times. CVs, proof of qualifications, certifications refer to technical tender returnable and employers to ensure the proposal meets the service must be provided for all service resources service requirements.

A o assessment against a mandatory criterion will technically disqualify the tenderer. The minimum weighted final score threshold required for a tenderer to be considered from a technical perspective is 75, as the requirements are not seen as complicated and must be met or it will lead to increased risk.

Tenders must be deposited in the municipality's tender box on or before Thursday, 13 August 2026, at 12h00. on or before closing date.

Failure to fully complete and/or provide incorrect information in declarations, or scoring less than 70% in functionality, will be regarded as a nonresponsive tender and may lead to disqualification. Failure to fully complete andor provision of incorrect information in the declaration will be regarded by the employer as a nonresponsive tender. and any tenderer who scores less than 70 percent, in respect offunctionality will be regarded as submitting a nonresponsive tender and will be disqualified

Deliveries will be required within 14 days after receipt of the official order.

Payment will be made monthly on receipt of specified tax invoices. Payment will be done within 30 days of receipt and approval of original invoice by depositing the payment directly into the bank account of the successful bidder.

The goods supplied under the contract are warranted to be new, unused, of the most recent or current models, and to incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve (12) months after the goods have been delivered and accepted.

Bids will be evaluated based on the 80/20 preference points system, where a maximum of 80 points will be awarded for price and a maximum of 20 points for specific goals.

Bidders must be registered with National Treasury's Central Supplier Database, be tax compliant with SARS, and be actively registered with the Company and Intellectual Property Commission (CIPC).

If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.

A compulsory briefing session is scheduled for 23 July 2026 at 10:00 AM at the Mthatha Dam Construction East Site Offices. Failure to attend will render the bid nonresponsive.

Failure to attend the compulsory site briefing, failure to submit mandatory documents, or late bid submissions may result in disqualification.
