Failure to comply with the requirements of the specification or not meeting the responsiveness criteria may lead to disqualification.

Tenders will be evaluated on the functionality criteria as specified in the tender documents and thereafter bidders who score a minimum required number of points will be further evaluated using the **** preferential point system as prescribed in the council supply chain management policy.

Evaluation criteria include senior business analyst, senior application developer, database administrator, networking engineer, civil engineer, and company experience in system development and support.

Late bids or bids received by way of post, facsimile or email will, under no circumstances be considered.
