The Council on Higher Education (CHE) is seeking a service provider for the renewal of Mimecast M2A email security subscription licenses and technical support. The contract duration is intended to be three years. Bidders must be tax compliant and submit a CSD report or number. Preference points will be awarded based on the 80/20 system, considering price and specific goals such as HDI and women ownership. Mandatory documents include SBD 1, SBD 4, SBD 6. 1, a valid BBBEE certificate or sworn affidavit, company registration documents, and ID copies of owners. For consortia or joint ventures, an agreement must be submitted. Late and incomplete submissions will not be accepted. Payment terms are 30 days after receipt of an original invoice.

If a bidder responds as a consortium or joint venture, an agreement of both parties must be submitted.

CHE reserves the right to disqualify any bidder which does any one or more of the following: submits incomplete information and documentation, submits fraudulent, factually untrue or inaccurate information, receives information not available to other vendors through fraudulent means, does not comply with any other requirements as stipulated in this RFQ document, does not comply with the mandatory functional requirements, fails to sign their RFQ response or does not complete SBDs.
