Bids must be submitted by no later than 17 August 2026 at 11:00. The delivery lead time for the services is six weeks.

The contract price shall be inclusive of VAT and payable 30 days upon statement date.

The bid will be evaluated on the 80/20 preferential point system, with 80% for price and 20% for specific goals.

Bidders must be CIDB registered with a minimum grade of 1GB, 1EB, 1SO. They must also be registered on the Central Supplier Database (CSD) and be tax compliant. Bidders must submit a valid Letter of Good Standing for COIDA.

There is a compulsory site visit scheduled for 12 August 2026 at 10:00 at South Hills Depot.

Clarification questions must be submitted in writing not later than 13 August 2026.

Failure to comply with gatekeeping criteria, bid conditions, or submit required documents such as a valid CIDB grading, CSD report, tax compliance status, or Letter of Good Standing may result in disqualification.

The successful bidder is expected to complete the project within 2 months upon appointment.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted.

Responsive bids will be adjudicated on the 80/20 preference point system, based on the bid price (maximum 80 points) and specific goals (maximum 20 points).

Bidders must submit all documents as outlined in paragraph 7. 1 Table 2 for prequalification, including bid document completeness, compulsory site briefing attendance, SBD 1, SBD 3. 1, SBD 4, SBD 6. 1, and technical brochures/catalogues.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.

Failure to provide or comply with any of the particulars in the bid document may render the bid invalid. Bidders may be disqualified for non-submission of any of the prequalification documents.

The document mentions a five-year an corrosion warranty and minimum of ve-year warrant for LED lights, and a five-year an corrosion warranty for lm6 marine grade aluminium components.

Bidders must be CIDB 6GB or higher, provide a letter of good standing in terms of COIDA, and be an asbestos compliant contractor. They must also demonstrate company experience with at least 3 similar completed projects valued at R10,000,000 or higher in the past 5 years, and provide CVs and qualifications for key personnel.

Failure to provide proof of contactable references will result in the proposal being regarded as non-responsive. Bidders who do not possess the required asbestos certification may subcontract this portion of the works to a suitably qualified and certified subcontractor.
