Emergency Response Tenders

All applications must be delivered to the Historium Building, 11 Pastorie Avenue, Esterille, Paarl by Friday, 14 August 2026 at 11:00.

Payment will be made based on the actual medical services rendered per event, in accordance with the approved quotation and agreed pricing structure. Invoices submitted by the service provider must be supported by appropriate documentation. Payment will be made within 30 days after receipt of an invoice.

ATM requests a minimum 12 months warranty on services/products delivered or provided. It must be submitted in writing.

Quotations will be evaluated based on price and preference points (BBBEE level). The evaluation criteria are 80/20, with 80 points for price and 20 points for preferential elements.

Minimum requirements include a valid SARS tax clearance certificate, company registration documents, CSD registration, a minimum of 2 years of experience in event medical services with references, and qualified personnel in emergency medical response, first aid, and CPR.

Disqualification may occur for late, incomplete, or non-compliant submissions, failure to return all pages of the quote document, failure to sign/initial applicable pages, unauthorized changes to pricing or specifications, use of correction fluid/tape, failure to complete affidavits/certificates, omission of original tax clearance, or failure to provide proof of authority.

The closing date for bid submissions is 24 July 2026 at 11:00 AM.

Bidders must obtain a minimum of thirty 30 points out of forty 40 points to qualify for evaluation on price and specific goals. Bidders that score less than 30 points for functionality will be disqualified.

Any bidder who fails to submit a mandatory document will be disqualified at this stage and not evaluated further. Bidders that score less than 30 points for functionality will be disqualified.

Quotations must be submitted not later than 12h00 on 17 July 2026.

Payment will be made within 30 days after receipt of invoice accompanied by proof of delivery note.

Quotations will be evaluated on an 80/20 preference point system, considering price and specific goals.

Service providers must be registered on the CSD, complete MBD forms, meet minimum and mandatory requirements, and provide proof of municipal account clearance.

Failure to submit requested documents, use of tippex, municipal accounts in arrears, misrepresentation of facts, or sharing of resource personnel may lead to disqualification.
