The scope is set to be concluded within 03 months, with the submission of all required documentation to the QCTO.

RFQ will be awarded to the bidder scoring the highest points, based on the 80/20 preference points system for price and specific goals.

Bidders must have a Project Lead Consultant (PLC) with a minimum of two years of experience in occupational programme/skills programme or full/part qualification development or qualification realignment. Proof of evidence, including detailed CV and reference letters from different clients within South Africa, is required.

Late and incomplete submissions will invalidate the quote. Misinterpretation or misrepresentation in the RFQ submission may lead to elimination. Bids suspicious of restrictive practices may be reported to the Competition Commission or NPA.

Tenders must be deposited in the tender box on or before 04 August 2026 at 12:00.

The purchaser undertakes to make payment for the goods/works delivered in accordance with the terms and conditions of the contract, within 30 days after receipt of an invoice accompanied by the delivery note.

The team leader must be a qualified CA(SA) in good standing with SAICA, a Certified Internal Auditor (CIA), and registered with the relevant professional body. Each team member must have a minimum of a Bachelor's degree of Commerce in Accounting, Auditing, or Finance, with at least three years of practical experience. The service provider must have proven experience in reviewing GRAP compliant AFS of a municipality and knowledge of applicable legislation.

Strict delivery dates will be observed and penalties will be imposed for late deliveries.

Site meetings will be reflected on adverts if attendance is compulsory.

Tenders will be rejected if the bidder has abused the municipality's supply chain management system, been convicted of fraud or corruption in the past five years, willfully neglected to comply with any public sector contract, or is listed in the register for tender defaulters.

Mandatory technical evaluation includes CVs, proof of qualifications, certifications, Master Installation Electrician (MIE), and applicable plant authorisations. Qualitative evaluation considers resource plans, previous assignments, and lead times. CVs, proof of qualifications, certifications refer to technical tender returnable and employers to ensure the proposal meets the service must be provided for all service resources service requirements.

A o assessment against a mandatory criterion will technically disqualify the tenderer. The minimum weighted final score threshold required for a tenderer to be considered from a technical perspective is 75, as the requirements are not seen as complicated and must be met or it will lead to increased risk.
