This is an Expression of Interest (EOI) for the establishment of a panel of Professional Service Providers (PSPs) for the Limpopo region for a period of three years. The Independent Development Trust (IDT) is seeking qualified PSPs in various disciplines including architecture, quantity surveying, engineering (electrical, mechanical, civil, structural), occupational health and safety, social facilitation, geohydrological engineering, geotechnical engineering, land surveying, and professional environmental specialist. Bidders must select only one category discipline per bid document. A single-envelope procedure will be followed. Mandatory returnable documents include professional registration, proof of address, CSD registration, ID copies, COIDA/FEMA certificate, SBD forms, certificate of authority, addenda records, and professional indemnity insurance. Bids will be evaluated on functionality, with a minimum score of 70% required to qualify for further evaluation. The functionality criteria include qualifications, registration and experience of key personnel, company experience, client references, and locality. The closing date for submissions is 03 June 2026 at 12:00 PM. Late bids will not be considered. The IDT reserves the right to cancel the EOI or use the panel or go out on open tender.
The bid must be submitted by no later than 12:00 PM on Monday, 03 June 2026. Any bid documents received after the closing date and time will not be considered.
The bid notice states that bidders are to take note that this panel will be used for different departmental clients in the region with different payment arrangements. The payment arrangement will be communicated during the RFQ process.
The bid evaluation will be carried out on conclusion of mandatory returnable documents check and shall be subject to Stage 1 functionality. Entities must score a minimum of 70 on functionality to qualify for further evaluation. Stage 2 will be applicable during request for quotations for price and specific goals.
Bidders must be professionally registered with the appropriate professional councils, have an appropriate relevant qualification from a reputable institution, and meet specific criteria for each discipline as outlined in the bid document.
In the event of disqualification due to fraud, the employer may impose a specified period during which bid offers will not be accepted from the offending bidder and report same to the professional body and national treasury.
There will be no compulsory briefing session for this bid.
