The employer shall pay the contractor within thirty 30 calendar days from the date of receiving the payment certificate, invoice and all other substantiating documentation for items certified in the payment certificate.
The defects liability period for the works shall commence on the calendar day following the date of works completion and end at midnight 00:00 ninety 90 calendar days from the date of works completion or when work on the list for completion has been satisfactorily attended to, whichever is the later. An extended defects liability period of three hundred and sixtyfive 365 calendar days is applicable in respect of all works.
This bid will be evaluated in three stages: Stage one: Compliance with mandatory returnable requirements and special bid conditions. Stage two: Functionality: Technical capability, resources, led local economic development (minimum score of 70/100). Stage three: Price and specific targeted goals in terms of the preferential procurement regulations of 2022 (80/20 system).
Contractors who have a contractor grading designation equal to or higher than a CIDB 2GB or higher class of construction work are eligible to submit tenders. Tenderers must be registered on the National Treasury Central Supplier Database (CSD) and be in good standing with SARS. Bidders must submit a CIDB grading certificate or CR S number and a valid Department of Labour COIDA or FEM letter of good standing.
Penalties will be applied if the items on the completion list have not been attended to within a period of ninety 90 calendar days. Where the contractor fails to bring the works, or a section thereof, to practical or final completion by the applicable completion date, the contractor shall be liable to the employer for the penalty.

The dispute resolution mechanism will be done through the SCM department and thereafter the adjudication route.
