The duration of the required commodity delivery must be communicated within 1 week of appointment or receiving of purchase order. If the appointed supplier cannot deliver the goods within the stipulated time period that MTF has specified, MTF will then begin the process of moving forward with the next supplier.

The tender uses an 80/20 preference point system, allocating 80 points for price and 20 points for specific goals such as black ownership, black women ownership, youth ownership, ownership by persons with disabilities, and EME/QSE status.

Bidders must submit a SBD 4 (Declaration of Interest), SBD 6. 1 (BB BEE Claim Form), a certified copy of their valid BB BEE certificate, and proof of CSD registration (starting with MAAA). Bidders must also ensure their declarations are true and complete to avoid disqualification.

Bids that are suspicious will be reported to the competition commission for investigation and possible imposition of administrative penalties. The bidder may also be restricted from conducting business with the public sector for up to ten years.

Failure to submit compulsory supporting documents, including SBD 4, SBD 6. 1, BB BEE certificate, and CSD registration proof, by the stipulated date will lead to disqualification. Not communicating the delivery duration within 1 week of appointment or PO receipt will also result in disqualification.
