The bid notice states that payments of invoices will be settled within thirty (30) days from receipt of a correct and original invoice. All laptops must include a standard three (3) years onsite OEM service warranty after remote diagnosis, including three (3) years ProSupport. The warranty and support will apply from the date of delivery and formal acceptance of the equipment.
The bidders which have passed the phase 2 of the bidding process will be scored on the basis of price and specific goals allocation in accordance with the applicable legislation. The successful bidder will typically be the bidder that scores the highest number of points on phase 3 of the bid evaluation, unless the NNR exercises its right to cancel the tender or finds that there are valid businesses or transformative reasons that justify the award to a company that did not obtain the highest score.
Bidders must ensure they have received all pages of the document, are tax compliant, and are registered on the Central Supplier Database (CSD). They must also submit all returnable documentation, including SBD forms and annexures, and provide a board resolution/proxy letter for delegation of authority.
Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The purchaser may also consider termination of the contract pursuant to GCC clause 23.
The NNR reserves the right to conduct site inspections and/or due diligence, or explanatory meetings in order to verify the nature and quality of services offered by the bidder. This will be done before or after adjudication of the bid. The site inspection and/or due diligence will be carried out with shortlisted bidders only.
The winning bidder will be required to provide a sample laptop backpack before delivery.
Bidders may be disqualified based on non-compliance with mandatory returnable schedules and documents, failure to meet mandatory criteria, engaging in collusive tendering or anti-competitive conduct, seeking improper assistance from NNR employees, or failing to provide requested written clarification within two working days.
