This tender is for the appointment of a service provider to assess existing ecoindustrial parks (EIP) incentives and identify non-energy related incentives that support EIP transformation for the CSIR. Proposals must be submitted electronically by 08 June 2026, 16:30. The tender requires a technical proposal and a financial proposal. Key evaluation criteria include company experience, client references, and the proposed project plan. Bidders must be registered on the Central Supplier Database (CSD). The contract will be awarded based on a combination of price and preference points, with a weighting of 80 for price and 20 for preference points. Specific goals for preference points include black ownership and black women ownership.

Payment will be according to the CSIR payment terms and conditions.
The CSIR will award the contract to qualified bidders whose proposal is determined to be the most advantageous to the CSIR, taking into consideration the technical functional solution, price, specific goals and objective criteria. The contract will be awarded to the bidder who scores the highest total number of points during the evaluation process.
Bidders must be registered on the National Treasury's Central Supplier Database (CSD). Proposals must consist of two parts: a technical proposal and a pricing proposal. Bidders must also submit mandatory returnable documents as listed in Annexure E.
The bidder agrees that any contract resulting from this offer will be for a period as determined by the CSIR. Furthermore, the bidder agrees to penalty clauses which will allow CSIR to invoke a penalty against them for non-compliance with material terms of this RFP including the delayed delivery of the services due to non-performance by themselves, failure to meet subcontracting.
The CSIR reserves the right to carry out site inspections, product evaluations or explanatory meetings in order to verify the nature and quality of the product/service offered by the bidders or verify any information whether before or after the adjudication of this RFP.
An omission to disclose material information, a factual inaccuracy, and/or a misrepresentation of fact may result in the disqualification of a tender, or cancellation of any subsequent contract. Failure to comply with any of the terms and conditions as set out in this document will invalidate the proposal.
