Bidders are invited to submit proposals for the supply and repair of MLS track circuit equipment in the KwaZulu-Natal region for 36 months. Bid responses must be submitted to the specified address by 12h00 on 07 July 2025. The bid is subject to the preferential procurement policy framework act, **** and the preferential procurement regulations, 2022, the general conditions of contract (GCC), and any other special conditions of contract. Bidders must comply with tax obligations and submit their unique personal identification number (PIN) issued by SARS. Consortia, joint ventures, and subcontractors must submit separate TCS certificates. Bids from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state will not be considered. Quotations must be addressed to Prasa before the closing date and time. Prasa general conditions of purchase apply. Bidders are warned against canvassing SCM officers or Prasa employees. Complaints must be submitted to ***@***. *. * bidders must comply with all applicable national and local laws and regulations. All prices must be quoted in South African Rand on a fixed price basis, including all applicable taxes. Prasa reserves the right to modify the RFQ, reject non-conforming quotations, and reject late or incorrectly submitted quotations. The validity period for bids is 60 working days from the closing date. Bid awards, amendments, and cancellations will be published on the eTender portal and/or media used to advertise the bid. Mandatory documents include completion of all RFP documentation, filling and signing of the closing submission register, a letter of good standing, a valid SARS PIN, and a CSD supplier registration number. Qualified signal technician/engineer/signal technologist certificates are required. Technical and functional requirements are detailed in the document. A 80/20 preference point system is applicable. The successful bidder may be required to extend the validity period of their response. Prasa may appoint a bidder other than the highest scoring bidder under certain circumstances. Pricing and delivery schedules are detailed in the annexures. Prasa general conditions of purchase apply. Bidders must disclose information regarding politically exposed persons (PEPs) and prominent influential persons (PIPs). Bidders must declare that they have arrived at the bid independently and without consultation with competitors. Bids that are suspicious will be reported to the competition commission. The contract period will be 36 months from the date of award. All equipment provided, including workmanship, shall be guaranteed for a period of one year starting on the date of commissioning. Prasa reserves the right to cancel the contract if the contractor does not perform according to the requirements of the agreement. A bill of quantities (BOQ) pricing schedule is attached.

Bidders must be registered on the Central Supplier Database (CSD) and have a CSD number. Electronic copies of the bid (memory stick, USB flash drive, CD/DVD) must be submitted together with the hard copy. The bid closing date is August 5, 2025, at 10:00 AM. Compulsory documentation includes MBD forms 1, 4, 5, 8, and 9. Bidders must declare any interest in related companies. Joint ventures require specific documentation and agreement. The tender will be evaluated in three stages: administrative compliance, mandatory requirements, and preference points. Administrative compliance includes tax compliance, CSD registration, and completed MBD forms. Mandatory requirements include reference letters or similar work done for other clients. The preferential point system is the 80/20 system. Specific goals include BEE, women-owned, disability-owned, youth-owned, and local economic participation. The bid will be awarded to a maximum of 3 bidders, with goods/services allocated equally on a rotation basis. Bidders must price all items. A service level agreement will be completed after appointment. The tender validity period is 90 days after the closing date.
