Establishment of a 36-month contractors panel for drilling and equipping boreholes across KwaZulu-Natal. Services include drilling, yield testing (SDT, CDT), water quality analysis (SANS 241:2015), and equipping boreholes with SABS approved pumps. A compulsory site briefing is required. Bidders must achieve a minimum functionality score of 75%. Contractors can only participate in one cluster. CIDB category 1CE or higher is required. Geohydrological consultant services are mandatory.
The construction period for an allocated borehole will be 2 months for a new borehole, starting from the site handover of the allocated project.
A contractor will be paid by the department in accordance with supplies delivered and services rendered. The department will make every effort to take advantage of any special discount offered for payment within a certain time.
The contractor will unconditionally guarantee all materials and workmanship related to the works for a period of 6 calendar months from the date of works completion. This guarantee covers defects due to inferior materials and/or workmanship.
The awarding of this bid is not dependent on the factors of prices and preference points, as the bid is for the appointment of a panel. Bidders will be scored on functionality, and only bidders with a minimum score of 75% will be evaluated and added to the panel.
This bid is open for contractors with a Construction Industry Development Board (CIDB) database category 1CE or higher. The contractor is to submit evidence of his/her own active registration.
The department will deduct a penalty for late completion of up to 0. 05% of the contract value per working day delay. This will be deducted from the retention.
A compulsory site briefing meeting will be held with prospective bidders. Attendance at the meeting will be compulsory, and non-attendance will invalidate any bid.
The contractor has the right by written notice to the engineer to require him to consider any disagreement which he raises with the engineer provided the written notice will be given within 14 days after the cause of disagreement has arisen.
Failure to comply with requirements such as submitting a valid tax compliance pin, using correction fluid, retyping bid forms, or not providing required documents like a valid BBBEE certificate or CIDB registration will result in disqualification.
