This tender is for the provisioning of physical security guarding services at OR Tambo International Airport Special Economic Zone Precinct 1 and Precinct 2 for a period of five years. A compulsory briefing session will be held on 11 May 2026 at 11:00 at CNR Coteazur Avenue and Bonaero Drive, OR Tambo, Bonaero Park, Kempton Park. Submissions must be in one original hardcopy and one USB copy for both technical and financial proposals. The closing date for bids is 21 May 2026 at 11:00. Bidders must submit a valid letter of good standing from COIDA, a minimum public liability insurance of R10 million, and be registered with PSIRA. Security officers must meet PSIRA criteria, have a minimum matric education, and no criminal record. The service provider must provide 24-hour guarding services, 7 days a week. The evaluation will be based on administrative compliance, prequalification criteria, functionality, and price/preference points.
The bid documents must be deposited in the bid box situated at CNR Coteazur Avenue and Bonaero Drive, OR Tambo, Bonaero Park, Kempton Park by no later than 11:00 on 21 May 2026.
The method and conditions of payment to be made to the service provider under this contract shall be specified in SCC. Payments shall be made promptly by the client, but in no case later than thirty 30 days after submission of an invoice or claim by the service provider.
The service provider warrants that the service rendered under the contract are new, unused, of the most recent or current models and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract. The service provider further warrants that all service rendered under this contract shall have no defect, arising from design, materials, or workmanship except when the design and/or material is required by the client's specifications or from any act or omission of the service provider, that may develop under normal use of the rendered service in the conditions prevailing in the country of final destination. This warranty shall remain valid for twelve 12 months after the service, or any portion thereof as the case may be, have been delivered to and accepted at the final destination indicated in the contract, or for eighteen 18 months after the date of shipment from the port or place of loading in the source country, whichever period concludes earlier, unless specified otherwise in SCC.
The evaluation of responsive tender offers will either be the 90/10 or 80/20 preference point system in line with the preferential procurement regulations, 2022. The lowest acceptable tender will be used to determine the applicable preference point system.

Subject to GCC clause 25, if the service provider fails to perform services within the periods specified in the contract, the client shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The client may also consider termination of the contract pursuant to GCC clause 23.
