The Umngeni Local Municipality is inviting bids for the appointment of a service provider to provide internet and VoIP telephone management system services for a period of 36 months. The service will cater to 250 users across various municipal offices and sites. Key requirements include dedicated internet access, VoIP integration with MS Teams, and a comprehensive telephone management system. Bidders must possess relevant electronic communications licenses. The evaluation criteria include administrative compliance, mandatory requirements, functionality, and price and preference points. A compulsory briefing session will be held on 24 March 2026. The closing date for tender submission is 16 April 2026 at 12:00. Late submissions will not be accepted. Appeals and objections can be lodged within 14 days of the award advertisement.

The purchaser shall make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.
The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract. The supplier further warrants that all goods supplied under this contract shall have no defect, arising from design, materials, or workmanship except when the design andor material is required by the purchasers specifications or from any act or omission of the supplier, that may develop under normal use of the supplied goods in the conditions prevailing in the country of final destination.

Only those tenderers who satisfy the following mandatory criteria are eligible to submit tenders: a who is an individual electronic communications service (IECS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender and b who is an individual electronic communications network services (IECNS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender.
NB: there will be financial penalties if the standards are not met. Eg. in the cases that the internet is down and telephones are offline for more than two days. Not unless the cause of downtime is beyond the ISP's control

Tenderers aggrieved by tender award decisions taken by Umngeni Local Municipality, may lodge an appeal within 14 days of the date of the award advertisement.
