The bid must be delivered no later than the closing date and time specified on the invitation to tender cover page, which is 24 June 2026 at 16:30.

The PPECB shall pay the appointed bidder within 30 days from the invoice date, subject to the price being in accordance with agreed quotes, products/services being received and accepted, VAT being included, and a correct purchase order number being quoted on the tax invoice.

The supplier guarantees the goods and services delivered to be as specified in the order and free from defects in workmanship and material for a period of not less than twelve months from the date of delivery.

The bid will be evaluated based on price and preference, using the 80/20 preference point system, after passing administrative compliance, mandatory criteria, functional technical evaluation, and due diligence/sample analysis.

Bidders must register on the Central Supplier Database and include their master registration number. They must also comply with all instructions and requirements of the invitation to tender, as non-compliance may lead to disqualification.

If the supplier fails to deliver goods and/or services on or before the delivery date, or fails to notify PPECB of any delays, PPECB reserves the right to cancel the order and recover any loss or damages suffered.

The recommended bidder, prior to award, will undergo due diligence for sample testing, and the bidder will be provided 5 working days to submit the samples to the PPECB Centurion laboratory.

Any queries relating to the tender documents must be sent no later than ten days before the closing date of the tender.

Non-compliance with tender instructions, failure to submit requested information within stipulated timeframes, inclusion of pricing in the technical proposal, or failure to meet the minimum functional threshold can lead to disqualification.

The closing date for bid submissions is 24 June 2026, with a closing time of 16:30. Bids must be delivered by the stipulated time to the correct address; late bids will not be accepted for consideration.

The PPPCB shall pay the appointed bidder in accordance with the contract signed, with payment terms being 30 days from the invoice date.

The supplier undertakes to deliver goods and services that are free from defects and guarantees the goods and services delivered to be as specified in this order and to the complete satisfaction of the PPPCB for a period of not less than twelve 12 months from the date of delivery.

Bidders must register on the Central Supplier Database and include their master registration number. Bidders must provide industry accreditation certificates, e. g. , ISO: ****.

If the supplier fails to deliver the goods and/or services on or before the delivery date, and fails to notify the PPPCB of any delays, or then fails to deliver as per the new agreed date, then the PPPCB reserves the right to cancel the order entirely or partially, and recover any loss or damages suffered.

Sample analysis testing is a mandatory stage in the evaluation process. Points will be allocated for each sample submitted and for each sample successfully tested.

Any queries relating to the tender documents must be sent no later than ten 10 days before the closing date of tender. No questions will be responded to after the deadline for submission of questions.

Noncompliance with tender instructions, failure to submit required documentation, failure to meet the minimum functional threshold, failure to score higher than individual subminimum points per criteria, and failure to respond to clarification requests within stipulated timeframes may lead to disqualification.

Proposals shall be considered and evaluated against a predetermined evaluation value structure determined by PPECB. Bidders that passed the previous evaluation stages will be evaluated on price and specific goals using the 80/20 preference point system, or solely on price if the lowest acceptable bidder's price is less than R2,000.

Only bid responses from bidders that are registered on the Central Supplier Database (CSD) will be considered. Bidders must also submit all returnable documents as listed in section 9, including SBD1, SBD4, valid tax clearance certificate or PIN, valid BBBEE certificate or EME/QSE affidavit, SBD6. 1, and proof of CSD registration.

Bidders are required to attend a mandatory site visit. Failure to attend the site visit will result in the bid being deemed nonresponsive. The site visit is scheduled for 28 May 2026, from 11:00 am to 12:00 pm at 7 Bosbou Avenue, Grabouw, ****.

Responses from bidders not registered on the CSD at bid closing time or bidders that are prohibited from doing business with the state will be disqualified. Failure to attend the mandatory site visit will result in the bid being deemed nonresponsive. Bidders who score less than the minimum functional threshold of 25 points will be disqualified.
