The Emakhazeni Local Municipality is inviting bids for the provision of a payroll and human resource management system, including support and maintenance, for a period of 60 months (5 years). The tender document fee is R1,**** must be submitted in black ink, sealed, and deposited in the tender box at the Emakhazeni Local Municipality offices by the closing date of June 15, 2026, at 12:00. Telegraphic, telephonic, fax, telex, or late tenders will not be accepted. The tender is valid for 90 days from the closing date. Evaluation will be based on functionality and the 80/20 preference point system. Bidders must be registered on the Central Supplier Database (CSD) and provide their tax compliance status PIN. Non-submission of required documents, such as company registration and tax compliance status, will result in automatic disqualification. Queries must be submitted at least five working days before the closing date.
The closing date for the submission of tender offers and proposals is June 15, 2026, at 12:00.
All activities must be invoiced on a monthly basis, based on the completion of the activity, but not exceeding the allocated budget. Payment will be based on the completion of activities, provided that reasonable progress towards completion within the estimated budget is demonstrated.
Tenders will be evaluated in terms of the supply chain management policy of the Emakhazeni Local Municipality, aligned with Municipal Supply Chain Management Regulations. The method for evaluation of service providers is based on functionality, and the 80/20 point system will be used for evaluation in terms of the preferential procurement point framework act.
Only those tenderers who satisfy the following criteria are eligible to submit tenders: responsive tenders are only those tenders with all documents and pages, contained herein, that have been signed by the responsible person duly authorised to sign all documents indicated on the returnable document form c authority of signatory.
The Emakhazeni Local Municipality will, if upon investigation it is found that a preference in terms of the act and these regulations has been obtained on a fraudulent basis, or any specified goals are not attained in the performance of the contract, impose one or more of the following penalties: cancel the contract and recover all losses or damages incurred or sustained from the tenderer; impose a financial penalty of twice the theoretical financial preference associated with the claim, which was made in the tender; restrict the firm, its shareholders and directors on obtaining any business from the Emakhazeni Local Municipality for a period of 5 years.
Bids that are submitted late, incomplete, unsigned or by facsimile, electronically or not completed in black ink will be rejected and not accepted for further evaluation. Members or directors of companies or service providers who are state employees are not allowed to bid or quote. Failure to complete in all returnable schedules and signing thereof will result in automatic disqualification. Non-submission of company registration certificates, non-submission of the proposal in the prescribed format, failure to fully complete the schedule of quantities, scratching out without initialling, writing over, use of tippex or erasable ink, tampering with the original tender document, not completing the document in black ink, failure to attend compulsory briefing meetings (if any), not properly signed tender, particulars not provided, noncompliance of tender requirements, attempts to influence the award, submission after closing date and time, and outstanding municipal rates and taxes or service charges owed by the tenderer or any of its directors to the municipality for more than three months will result in rejection.
