South African Broadcasting Corporation (SABC) is seeking to appoint a panel of professional engineering service providers for a period of three years. Services include civil, electrical, mechanical, electronics, fire, architectural, and quantity surveying. Bids are due by July 9, 2026. A virtual briefing session is scheduled for June 26, 2026. Mandatory documents include ECSA registration for relevant engineers and SACQSP for quantity surveyors. B-BBEE compliance and tax matters are crucial. The evaluation will be based on functionality (110 points, threshold 81) and price/specific goals (80/20 system). Only the top three to five highest scoring suppliers will be appointed to the panel. The SABC's standard payment terms are 60 days from the date of invoice.
If there are any defects arising from failure of goods to meet the specifications within the period specified in the contract, the bidder shall replace the defective items at his expense or shall refund the SABC such costs as the SABC may incur in replacing such defective item.
The tender submission will be functionally evaluated out of 110 points with a threshold of 81 points. Preference points will be awarded for price (80 points) and specific goals (20 points) using the 80/20 system. The bidder obtaining the highest number of total points will be awarded the contract.
Mandatory requirements include a valid certificate from the Engineering Council of South Africa (ECSA) for registered professional engineers and from the South African Council for the Quantity Surveying Profession (SACQSP) for registered professional quantity surveyors. Non-compliance with these requirements will result in disqualification.
If delivery does not take place within the period stipulated, the SABC may cancel the contract concluded with the bidder without further notice and with immediate effect, without prejudice to any other course of action available to the SABC to recover any damages out of such delay.
The closing time for clarification of queries is 3 days before the deadline for bid proposal submission.
Non-compliance with mandatory requirements, late bid submissions, misrepresentation of information, failure to comply with technical specifications, and poor record of accomplishment with SABC projects can lead to disqualification.
