Legal Training Tenders

The development process for EISA tools and model answers for each qualification is three weeks. The contract duration is from the date of appointment until 31 December 2026. The process to develop eight 8 eisa tools and model answers in line with the associated oq blueprint for each qualification per qualification is three 3 weeks. The duration of this contract will be from date of appointment until 31 december 2026.

Quotations will be evaluated on submission of mandatory documents, functionality requirements, meeting specifications, and the 80/20 preference point system. Quotations will be evaluated on: submission of mandatory documents, functionality requirements above, meeting the specifications issued by the sasseta, the **** preference point system for the rand value up to r1 000 ****.

Bidders must demonstrate experience in developing EISA examination instruments or similar qualifications and have at least three years of experience in the legal field or occupational learning and development. Mandatory requirements include a copy of an ETDP SETA learning programme developer qualification and an LLB or higher qualification in Family Law. The eisa developer must be subject matter expert with three 3 or more years experience in the legal field occupational learning and development experience in the legal field.

Non-submission of mandatory requirements, such as ETDP SETA learning programme developer qualification or LLB or higher qualification, will lead to automatic disqualification. Failure to meet functionality requirements will also result in disqualification. Non-submission will lead to automatic disqualification.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points will be allocated for specific goals as per PPPFA 2022.

Suppliers must be registered on the Central Supplier Database (CSD). Bidders must submit a minimum of one reference letter where legal liability training was successfully rendered. Service providers must submit valid proof of accreditation as a skills development provider. Appointed training providers must bring their own data projector and stationery.

Failure to include all applicable taxes on quotation will lead to disqualification. Quotations received after closing date and time will not be accepted. Quotations without brand names where required will not be accepted.

Proposals must be submitted by 20 July 2026 at 11:00 AM.

The award will be based on an 80/20 price and preference point system, after meeting administrative, mandatory, and functionality requirements.

Bidders must be suitably qualified and accredited, achieve a minimum of 40 points in functionality evaluation, and submit a valid letter of good standing from the Compensation Fund.

Bidding documents must not be included in packages containing samples, as such bids may be rejected.

Failure to submit mandatory requirements, incorrect or outdated information on the Central Supplier Database, or engaging in restrictive practices may lead to disqualification.
