The Department of Land Reform and Rural Development is seeking service providers to lease telephone management and switchboard systems (VoIP) for its offices in the Free State, North West, and Northern Cape for a period of 12 months. Bids are due by 11:00 on May 4, 2026. There will be no briefing session, but site visits can be arranged. Technical enquiries can be directed to Mr. Gideon Phokane (081 043 ****, ***@***. *. *) and administrative enquiries to Mr. Buti Matjila (082 385 ****, ***@***. *. *). Bidders must be registered on the Central Supplier Database and have compliant tax status. A valid ICASA type approval certificate for telecommunication equipment is mandatory. The evaluation will be based on functionality and then price and specific goals (80/20 system). Specific goals include points for HDI, female, disability, youth, and locality. Bids must be submitted in a sealed envelope to 600 Lillian Ngoyi Street, Pretoria, ****.
The bid proposals must be deposited into the tender bid box by not later than 11:00 on 04 May 2026.
The method and conditions of payment to be made to the supplier under this contract shall be specified in SCC. Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.
The service provider must provide warranty on all equipment for the duration of the contract. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted, or for eighteen 18 months after the date of shipment, whichever period concludes earlier, unless specified otherwise in SCC.
The bid evaluation will be based on functionality first, and then the 80/20 preference points system will be applied. The total points for price and specific goals will be 100. Should two or more tenderers score an equal total number of points, the contract must be awarded to the tenderer that scored the highest points for specific goals.
Bidders are required to be registered on the Central Supplier Database and have a compliant tax status. A valid copy of the telecommunication equipment type approval certificate issued by ICASA is mandatory. Bidders must also provide proof of authorization to sign the standard bidding documents.
Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
There will be no briefing session, however, arrangements to view the sites may be organized.
