Bidders must submit all required documents before the closing time. Any clarification requests must be submitted in writing no later than 5 days prior to the closing date. A compulsory briefing session will be held on 26 February 2026. The South African Weather Service (SAWS) reserves the right to reject bids that do not comply with specifications, have incomplete documents, or are not market-related. SAWS may conduct site inspections and reserves the right to cancel the bid under certain circumstances. The successful bidder will be required to conclude a Service Level Agreement (SLA). Payments will be settled within 30 days of invoice receipt. A due diligence site visit will be carried out before awarding the tender. The bid is subject to the Preferential Procurement Policy Framework Act, **** and the Preferential Procurement Regulations, 2022.
The appointed bidder will be granted a maximum of five 5 months from the date of award of the bid to supply, delivery, installation and commissioning of the four 4 pressure certified hydrogen storage vessels to the four sites of the south african weather service.
Unless stated otherwise in this bid or as mutually agreed upon by both parties prior to award of the bid, all payments due to creditors for goods delivered services rendered will be settled within thirty 30 days from receipt of an invoice.
The storage vessels must be provided with a 36month warranty as a minimum requirement.
The tender will be awarded to the tenderer scoring the highest points.
Bidders who score 70 and more will qualify for further evaluation in terms of price and specific goals.
If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
Bidders must attend, and complete, and sign the attendance register at the compulsory briefing session.

The value of this bid is estimated not to exceed r50 000 000 all applicable taxes included and therefore the **** preference point system shall be applicable.
