The bid documents must be submitted electronically before the closing date and time indicated on the cover page of the RFQ, which is 30 March 2026 at 11:00.

The bid notice states that all payments due to creditors for goods delivered or services rendered will be settled within thirty (30) days from receipt of an invoice, unless stated otherwise in the RFQ or mutually agreed upon prior to award.

The bid notice states that the RFQ will be awarded to the bidder scoring the highest points, based on price and specific goals, subject to section 21f of the Preferential Procurement Policy Framework Act, ****.

Bidders must be registered on the CSD, provide SARS tax compliance status, and submit a completed RFQ invitation (Annexure A) and pricing schedule (Annexure G). For Phase 2, the system must comply with mandatory technical requirements including real-time tracking, online mapping, SMS/email/mobile app alerts, driver identification, monthly trip reports, and an emergency panic button. For Phase 3, bidders must achieve a score of 70 or more in the functional evaluation, which includes years of experience and contactable references.

The bid notice mentions that a due diligence site visit will be carried out at the premises of the service provider before the awarding of the tender. The South African Weather Service also reserves the right to conduct supplier due diligence prior to final award or at any time during the contract period, which may include site visits.

The RFQ is for requirements up to R500 000.
