The GCIS is willing to pay specific rates for chauffeur services, which include VAT and constitute the full tariff claimable. Rates will be adjusted annually from 01 April in line with the national inflation rate. Government departments are required to pay creditors within 30 days of receipt of an accurate invoice.
The bid evaluation process will be a three-phased process consisting of prequalification criteria (Gate 0), functional evaluation criteria (Gate 1), and specific RDP goals (Gate 2). The evaluation will be based on the 80/20 preference points system, where 80 points are for predetermined rates and 20 points are for specific goals.
To be considered for inclusion on the panel, potential suppliers must provide a company profile, proof of CSD registration, passenger liability insurance of not less than R1,000,000, ability to provide transportation on short notice within 30 minutes, a minimum of three recent signed reference letters, a fleet of at least five sedan vehicles and one minibus, detailed fleet list with condition and roadworthiness, and drivers with 5 years of experience, valid driver's license, PDP, and valid security clearance.
Continuous failure to execute transport services on short notice after being appointed will lead to prospective suppliers being excluded for the duration of the bid period. Biannual performance reviews may lead to disqualification of underperforming suppliers.
