The proposals will be evaluated using the 80/20 preferential procurement system, including functional criteria, administrative compliance, functionality, and price/specific goals.

Bidders must be registered on the Central Supplier Database (CSD) and comply with tax obligations. They must also demonstrate relevant company experience in implementing similar systems.

Failure to submit mandatory documents, late bids, non-compliance with tax requirements, or providing false information in disclosures may lead to disqualification.

Bid closing date and time is 10 July 2026 at 12:00.

The evaluation criteria will consider mandatory requirements, functionality, price, and preference. Bidders must achieve a minimum of 80 points in the functional/technical phase. The final stage involves price and preference evaluation using an 80/20 or 90/10 preference point system.

Bidders must provide OEM accreditation/certification and return completed annexures D and E, the pricing schedule, and attend the compulsory briefing session. Failure to meet these mandatory requirements will lead to disqualification.

A compulsory briefing session will be held on 12 June 2026. as this is a compulsory site briefing, bidders are required to write the following details on the chatbox of the meeting: name of the bidder email address of the bidder telephone number of the bidder

Bidders will be disqualified if they fail to meet minimum requirements, have not submitted required mandatory documents, or have not materially complied with any of ACSA's requirements.

Bids must be submitted on or before Friday, 26th of June 2026, by 11:00.

The evaluation will be based on a 90/10 split for price and specific goals, with a minimum functionality threshold of 70 points.

Bidders must be registered on the Ramotshere Moiloa Local Municipality supplier database, be in good standing with PSIRA, and have proven track record and social responsibility record.

Penalties are applicable for various failures, including failure to have working radio communication, failure to cloak, late posting, failure to be in uniform, and negligent failure to safeguard assets.

Bidders must be prepared for Ramotshere Moiloa Local Municipality security team to visit the head office to verify standards.

Bidders will be disqualified if they fail to meet the minimum threshold for functionality, submit fake documents, or if their bid is late.

The bid response documents must be submitted via email by the stipulated closing date and time, which is 29 May 2026 at 16:00 PM. Late bids will not be accepted for consideration.

The bid notice states that CHE shall pay 30 days after receipt of an original invoice.

This bid will be evaluated in terms of the preferential procurement policy framework act, **** and the preferential procurement regulations, 2022 under 80/20 preference points system and it includes functionality if applicable. Bidders who fail to obtain minimum score for functionality will not be evaluated further for price and preference.

Bidders must ensure compliance with their tax obligations and have their tax compliance status updated on the National Treasury's Central Supplier Database. A CSD number must be provided on the SBD 1. A valid BBBEE certificate or a valid and certified copy or sworn affidavit, company registration documents or certified ID copies of the owners will be accepted. If a bidder responds as a consortium or joint venture, an agreement of both parties must be submitted.

CHE reserves the right to disqualify any bidder which does any one or more of the following: submits incomplete information and documentation, submits fraudulent, factually untrue or inaccurate information, receives information not available to other vendors through fraudulent means, does not comply with any other requirements as stipulated in this RFQ document, does not comply with the mandatory functional requirements, fails to sign their RFQ response or does not complete SBDs.
