Bids must be deposited in the bid box by no later than 11:00 AM on 24 June 2026.

Payments shall be made promptly by the client, but in no case later than thirty 30 days after submission of an invoice or claim by the service provider.

The service provider warrants that all services rendered shall have no defect, arising from design, materials, or workmanship, except when the design and/or material is required by the client's specifications. This warranty shall remain valid for twelve 12 months after the service has been delivered and accepted.

Bidders will be evaluated based on a combination of price and specific goals, utilizing an 80/20 preference point system. A minimum of 70 points is required for technical functionality.

Prospective bidders must be registered on the Central Supplier Database (CSD) prior to submitting bids. They must also submit a completed SBD1, SBD3, SBD4, and SBD6. 1.

If the service provider fails to perform services within the specified periods, the client shall deduct from the contract price, as a penalty, a sum calculated on the delivered price of the unperformed services using the current prime interest rate calculated for each day of the delay.

Failure to submit bids on time, failure to submit in a correct bid box, failure to provide required particulars, or submitting false declarations may result in disqualification.

The closing date for all the bids will be Monday, 08 June 2026 at 12h00 noon.

Tender documents may be obtained from the Elundini Local Municipality SCM unit upon payment of a non-refundable amount of R250, either paid in cash or by means of electronic funds transfer (EFT).

The bids will be evaluated based on the preferential procurement policy framework act, 2022, the Elundini Local Municipalitys supply chain management policy and the 80 20 preferential procurement point system for acquisition of goods or services with rand value equal to or below R50 million will be applied.

For the bidder to be evaluated further on functionality, following eligibility and objective criteria must be met. Bidders with non-compliant with the above eligibility and objective criteria will be disqualified and not be considered for further evaluation.

Payment for soc services will be monthly.

The bid will be awarded to a bidder whose service successfully conforms to the bid specifications.

Bidders must be registered and approved to bid on this auction. The bidder must have at least five 5 years experience in providing the services required.

Where previouslyagreed delivery schedules are not met by a supplier, the electoral commission shall have the right to appoint an alternative supplier to make good the shortfall in supply. any additional costs incurred by the electoral commission in obtaining such corrective services or products from another source will be for the account of the defaulting supplier.
