Bidders must attend a compulsory bid briefing meeting on **** at 11h00 at the SA National Parks Board offices, off Darnell Street, directly opposite the police station main entrance. Tenders must be submitted on the official forms, completed in nonerasable ink, and deposited in the tender box located in the reception on the ground floor of the Eben Dönges building by 11h00 on 2025-10-14. The tender validity period is 84 calendar days from the tender closure date. Bidders must meet specific qualification criteria, including experience as a social engagement facilitator on construction projects, and relevant qualifications. Additional documents, such as referee details, personnel schedules, and proof of professional indemnity insurance, may be required. The bid evaluation process will consider responsiveness, functionality, PPPFA scoring, and acceptability of risk to the employer.
The closing time for receipt of tenders is 11h00 on 14 October 2025.
Payments to the service provider will be made electronically according to the banking details furnished by the service provider. Any change in such banking details must be communicated to the departmental project manager timeously.
Bids will be evaluated as follows: phase 1: responsiveness applicable phase 2: functionality applicable phase 3: pppfa scoring applicable phase 4: acceptability in respect of risk to the employer applicable phase 5: other objective criteria not applicable.
Tenderers must be a business undertaking under the supervision of a suitably qualified and experienced social facilitator with a NQF level 6 qualification in social science development studies, rural development, development management, community development, or public management, with a minimum of 3 years experience post qualification, or a social engagement practitioners certificate with a unique practice number plus a asefsa membership certificate with 5 years experience in social facilitation.
The employer shall have the right to recover all costs in delays caused by the service provider, including extended rental costs, certifying incorrect work for payment, delay in the construction period, remedial costs to correct incorrect designs and or documentation, including omissions. A penalty amount per day will be stipulated in the table below per target date for the full period of the delay.
The site must be visited as often as the works require for the execution of all duties on the project. The service provider must be available at 24-hour notice to visit the site if so required in case of an emergency other than the prescribed notification period stipulated in the form of contract applicable to the contractor.
If a bidder becomes aware of any ambiguities or contradictions or omissions in the bid document, this should be clarified with the department at least five working days before the closing time.
