The extended closing date for the tender submission is 20 March 2026, with submissions to be made electronically before or by 16h00 Telkom time.

Payment milestones are outlined in the pricing schedules, with Stage 1 at 5%, Stage 2 at 10%, Stage 3 at 20%, Stage 4 at 20%, Stage 5 at 30%, Stage 6 at 7. 5%, and Stage 7 at 7. 5%. Disbursements are an allowance and will be reimbursed strictly in accordance with a pre-approved disbursement plan with proven costs.

The service provider warrants that it is duly organised, registered, and existing under the laws of South Africa, has the necessary skills, qualifications, and experience, possesses full power and authority to execute the contract, and that the contract will constitute legal, valid, and binding obligations. The service provider also warrants that none of its members have breached provisions related to past or current contracts.

Tenders will be evaluated in three stages: administrative responsiveness, price and preferential evaluation (80/20 or 90/10 preference point system based on the lowest acceptable tender), and risk analysis based on objective criteria.

Bidders must attend compulsory briefing sessions, submit all compulsory returnable schedules and documents, be registered on the National Treasury Central Supplier Database (CSD), and have a valid tax PIN issued by SARS. Specific experience requirements are listed for various professional roles.

A daily penalty of 1. 00% of the contract price, up to a maximum of 15% of the contract price, may apply if a specific delivery date for a specified part of the services is not met. If penalties are exhausted, the employer may terminate the contract or require a third party to complete the work at the service provider's cost.

A compulsory onsite briefing session is scheduled for 12 March 2026 at 14:00 CAT at 100 Phoenix Highway, Rockford, Phoenix, Durban, ****, South Africa.

The cutoff date for tender queries is 16 March 2026 at 16:00 Telkom time. DBSA will respond to written questions by 18 March 2026 at 16:00 Telkom time.

The bid notice states that bids must be submitted no later than the closing date and time, which is 18 March 2026 at 11:00. Late submissions will not be accepted.
