Alfred Duma Local Municipality seeks a service provider for a 3-year contract to supply, install, and manage an STS-compliant prepaid electricity vending and management system, including smart meters and LPU meters with AMR. A compulsory briefing session is on Wednesday, 17 June 2026, at 10:00 AM. Bids close on Wednesday, 8 July 2026, at 11:00 AM. Evaluation is based on the 80/20 preferential points system. Bidders must demonstrate experience and provide a comprehensive proposal. Site visits and demonstrations may be required.
All prepaid sales must be paid over to the municipality daily through an agreed process. Payments will be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.
The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered to and accepted at the final destination.
Acceptable bids will be evaluated by using a system that awards points on the basis of the 80/20 preferential points system of which 80 points is for price and 20 points is for ownership as a specific goal.
Bidders need to score a minimum of 90 to be eligible for the second round of evaluation. Bidders are required to provide proof of qualification documents and reference letters for previously completed projects. Failure to do so will render the bid invalid.
In the event of noncompliance with the agreed time frames, penalty fees in the amount of **** five hundred rand per day will be deducted in lieu of each day the successful bidder fails to render its service in respect of the project.
All bidders must be prepared to demonstrate where required, free of charge and obligation. The municipality reserves the right to perform a site visit and inspect the prospective service providers office and equipment including disaster recovery site.
A period of fourteen 14 days will be set aside to allow for the submission of objections.
Failure to attend the compulsory briefing sessions will invalidate your bid. Failure to provide sufficient detail for any component may result in a lower score or disqualification where minimum thresholds are not met.
