The contract is planned to commence by 01 October 2026 and close by 01 December 2026, with operational dates subject to the actual election date proclamation.

The evaluation of proposals will be based on functionality, size and allocation of auditors, project management experience, auditing experience of team members, geographic spread of offices, existing auditing capacity, experience in implementing similar projects, and previous elections experience. A minimum of 75 points out of 75 is required to qualify for the next phase. The 80/20 preference point system will apply for bids equal to or below R50 million.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and be tax compliant. They must not be an employee of the state, nor have their conduct constitute a transgression of the Prevention and Combating of Corrupt Activities Act or the Competition Act. Bidders must not be a tender defaulter or a restricted supplier. A minimum of 75 points out of 75 is required in Stage 2 of the evaluation process.

This bid is deemed not to exceed R50 million including VAT.

The bid must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration.

The bid will be evaluated in two stages: mandatory requirements and then price and specific goals. The scoring methodology will apply, and either an 80/20 or 90/10 preference point system will be utilized.

Bidders must comply with and meet all mandatory requirements, including submitting a price quotation, at least two signed positive reference letters, and clear images of the proposed solution with technical specifications. They must also be in good standing with SARS and registered on the Central Supplier Database (CSD).

The notice states that the period required for delivery is to be indicated in the bid price.

The method and conditions of payment to be made to the supplier under this contract shall be specified in scc.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract.

All bidders who achieve a minimum qualifying score on criteria 2: technical evaluation and criteria 3: presentation will further be evaluation in terms of price and specific goals.

Bidders are required to submit their unique personal identification number (PIN) issued by SARS to enable the organ of state to verify the taxpayers profile and tax status.

A successful bidder will be required to enter into service level agreement with psira for a period of 36 months. The table below stipulates the service levels, targets and penalties that will apply.
