The Council for Scientific and Industrial Research (CSIR) issued an erratum for RFQ ****, amending Table 1 on page 3 of the original document. The closing date for submissions remains unchanged at 16:30 on August 28, 2025. Essential returnable documents include Annexure C (Standard Bidding Document SBD 1 form), Annexure D (Standard Bidding Document SBD 4 form), Annexure E (Preference Points Award form), costing documentation, project plan, quality control plan, health and safety plan, experience references, and certifications.

Bidders must submit bids in sealed envelopes marked with the notice number (****) or RFQ number (****) to the tender box at the Supply Chain Management Unit, first floor, 44 Campbell Street, Port Alfred by 12h00 on 08 May 2025. Late, unmarked, faxed, falsified, or emailed offers will not be considered. Delivery must be within 5 working days of the appointment letter. Bidders must attend a compulsory clarification meeting. The bid evaluation will consider preferential procurement regulations, 2022, and the preferential procurement policy of the council, using an 80/20 points system (80 for price, 20 for specific goals). Original tax clearance certificate from SARS or tax reference number and PIN/TCC must be provided. Bidders must complete forms MBD4, MBD6. 1, MBD8, and MBD9. A municipal billing clearance certificate for the company and directors is required. Evidence of registration on the Central Supplier Database (CSD) is needed. Only an official order or appointment letter will be considered a legal contract. The successful bidder must comply with section 204 of the Value Added Tax (VAT) Act, 89 of **** invoices must include specific information. Persons in the service of the state are not allowed to bid. A questionnaire regarding relationships with state employees must be completed. The bid must be submitted on the official bid document provided by the municipality. The quotation must be valid until 30 June 2025.
