This RFP is for the appointment of a Transactional Advisor to prepare a bankable feasibility study and business case for the Maselspoort Water Treatment Works Water Reuse Project. The project aims to address the declining potable water security in Mangaung Metropolitan Municipality. The scope of work includes an inception stage, conducting a comprehensive bankable feasibility study, preparing business cases, and assisting with implementation if an external procurement solution is decided upon. The project timeline is 24 months. Bidders must submit their proposals electronically by 22 April 2026. A non-compulsory briefing session will be held on 10 April 2026.
The closing date for the submission of bids is 22 April 2026, not later than 11:00 am. Bidders are advised to submit their bid responses at least 30 minutes before the deadline to avoid any IT network congestions or technical challenges.
Payments will be made within 30 days from the date of invoice, linked to specified deliverables after such deliverables have been approved by the IDC.
The contract will be awarded to the bidder scoring the highest points, unless an objective criterion justifies the award to another bidder. The evaluation process includes initial screening, technical functionality evaluation (minimum qualifying score of 70%), and a preference point system (80% for price, 20% for specific goals).
Bidders must have relevant experience in providing transaction advisory services for infrastructure projects, including water and wastewater. Specific qualifications and experience are required for key personnel such as the Project Leader, Engineer Wastewater Treatment Water Reuse Specialist, Legal, Regulatory and Risk Management PPP Expert, Municipal Finance/Infrastructure Investment Analysis and Project Finance Financial Modelling Expert, Environmental, Social and Occupational Health and Safety Specialist, Cost Benefit Analysis Socio Economic Impact Analysis Specialist, and Stakeholder Engagement Specialist/Social Science Expert.
The IDC reserves the right to conduct site visits at bidders' corporate offices and/or at client sites if so required.
