Auditor Tenders

The bid proposals must be submitted online on the eTender platform by 08 May 2026 at 11:00.

Unless stated otherwise, all payments due to creditors for goods delivered or services rendered will be settled within thirty (30) days from receipt of an invoice.

This is a quality-based tender, and bidders that meet the minimum threshold of 70 for functionality will form part of the panel. For specific assignments, the bidder that scored the highest point for pricing and specific goals will be awarded the work.

The nominated project leader must be a qualified chartered accountant with a CA(SA) designation or equivalent. The nominated investigator must be a Certified Fraud Examiner (CFE) or hold a professional designation from an accredited body. Both must have public sector experience and demonstrate extensive investigation experience, excellent technical knowledge, integrity, objectivity, analytical skills, and technological proficiency.

The General Conditions of Contract (GCC) state that if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified, the purchaser shall, without prejudice to its other remedies, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay.

The South African Weather Service (SAWS) might also conduct a site visit to ensure the firm's existence and validate the firm's proposed capacity, employees, and administration office. A due diligence site visit will be carried out at the premises of the service provider before the awarding of the tender.

Any enquiries relating to this bid must be submitted in writing not later than 5 days prior to the closing date of the bid.

The closing date for submitting quotes is Monday, 20 April 2026, at 16:00.

The bid notice states that payment will be made within 30 days from receipt of a valid invoice, accompanied by a statement of account.

The quotes will be evaluated on the 80/20 price and specific goals as per MBD 6. 1 attached.

Minimum requirements are specified for project directors, project managers, and internal auditors, including specific qualifications and years of experience. Bidders must score at least a minimum of 36 out of 50 in respect of functionality.

If the successful applicant is underperforming on a continuous basis, or not meeting the service level required as per the contract, the MBDA shall be entitled to retain 10% of the monthly cost, and continued poor performance could result in the termination of the contract.
