The scope of the report includes identifying constraints and opportunities, escalating job-creating growth, highlighting interventions for faster growth, providing updated historical economic information, five-year sectoral forecasts, analyzing sectoral developments, exploring trade and tourism opportunities, and providing a snapshot of the township economy. The service provider must have a qualified project team including a project manager, analysts, a graphic communication designer, and an editor, with specific experience requirements. A detailed project plan and references are required. The evaluation methodology includes administrative compliance, technical evaluation (with a minimum threshold of 75 points), and price and preference points. Bidders must submit all compulsory documents, including SBD 01, SBD 04, and a personal information processing consent form. Non-mandatory documents include a SARS tax compliance status (TCS) PIN, Central Supplier Database (CSD) registration proof, CIPC certificate, BBBEE certificate or sworn affidavit, and financial statements. The contract will be awarded based on the 80/20 preference point system, with specific goals for enterprises owned by black individuals, women, and people living with disability.
