Surface Tenders

The bid notice states that it is a requirement of this contract that the scope of works shall be completed within a period of 8 eight calendar weeks from the date of receipt of the order but excluding adverse weather, rain, the yearend break and special nonworking days such as public holidays falling outside thereof or as agreed with by the project manager.

The bid notice states that the service provider must provide a written warranty with each purchase order, that guarantees that each product and workmanship comply with the specifications as set out in the tender document below and will repair or replace defective products, or its parts within the relevant warranty period and that quality of workmanship is guaranteed to minimum of 2 years. This commitment must be submitted with the invoice.

The bid responses must be submitted on the online platform not later than 10:00 on the 30 April 2026.

The purchaser undertakes to make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.

This bid will be evaluated in three evaluation stages: Stage 1: Administrative Compliance, Stage 2: Mandatory, Stage 3: Preference Point System. The preference point system used will be the 80/20 points system.

Mandatory requirements include demonstrating experience in providing relevant services and providing 3 or more reference letters of completed similar work. The team must have relevant qualifications and a minimum of 3 years of experience in carrying out water quality monitoring and environmental audits.

The closing date for the tender is 30 April 2026 at 10:00 AM.

Payment would be made in terms of the deliverables or other unless otherwise agreed upon by Richmond Municipality and the successful bidder. RLM will pay within the prescribed period according to MFMA and its applicable policies and procedures. No advance payment will be made.

The tender will be adjudicated via two stages of which the first stage will be the functionality, and the second stage will be 80 price: 20 specific goals preference points system.

Bidders who are registered with CIDB, in a contractor grading equal than a contractor grading of 1CE or higher will be eligible to bid. Only bidders who are registered with National Treasury Suppliers Database CSD will be eligible to bid.

A compulsory briefing session will be on the 23rd of April 2026 at 10h00 am and will be held at the council chamber, richmond. The briefing session will then be followed by a site visit which forms part of the compulsory briefing.
