Tender submissions are due by July 23, 2026, at 12:00 PM at the same address. Late submissions will not be accepted. The contract requires achieving at least 35% contract participation goals (CPG), with a minimum of 25% from Umgeni-uThukela Water's area of operation and 10% for local participation. Bidders must submit an original and one electronic copy of their bid. Evaluation will be in three stages: mandatory requirements, functionality and technical responsiveness, and price and preference goals. Bidders must have at least two projects of R450,000 or more in HVAC maintenance in the last 10 years. Key personnel experience is also evaluated. The contract is for five years. Public liability insurance of R10,000,000 is required.

Payment will be made on successful delivery of goods, invoice and statement of account. CPG partners must be paid within 3 working days after the main service provider has been paid.
Evaluation is based on price and preference goals, with 80 points for price and 20 points for preference goals.
Bidders must attend a compulsory briefing session, have company experience in HVAC maintenance (at least 2 projects of R450,000+ in the last 10 years), and experienced key personnel. A minimum of 70 points is required in the functionality evaluation.
The tenderer will be liable for any penalties applied by the employer for failure to comply with the Occupational Health and Safety Act and its regulations.

Persons aggrieved by tender award decisions may lodge an appeal within 7 days of the date of the intention to award advertisement.
Disqualification can occur for infringements of confidentiality, corruption, bribery, impropriety, non-compliance with contact policy, submission of incorrect or misleading information, or changes in company composition without prior consent.
