Adoption Tenders

The bid closing date is 30 July 2026 at 11:00 South African Standard Time.

The bid will be evaluated based on a combination of price and specific goals, using the 80/20 preference point system. A minimum of 80 out of 100 points is required for functional evaluation.

Bidders are required to provide all information necessary to demonstrate their capabilities and experience with regard to the requested services. They must also be registered on the Central Supplier Database (CSD).

Bids may be disqualified for submitting incomplete information, fraudulent or inaccurate information, receiving non-public information, not complying with mandatory requirements, failing to attend a compulsory briefing session (if stipulated), or failing to comply with FICA requirements.

Quotations must be submitted by 26 June 2026 at 11:00 AM. No goods or services should be delivered before an official order is received.

The award will be based on the 80/20 preference point system, where 80 points are for price and 20 points are for specific goals. The lowest or any offer will not necessarily be accepted, and DFFE reserves the right to accept any offer either in full or in part.

Bidders must submit at least two signed reference letters as a motivational speaker on a client's letterhead. Failure by the bidder to submit the requested reference letters will lead to disqualification of their submission.

Failure to deliver goods within the agreed timelines might result in an order being cancelled and possible inclusion on the database of restricted suppliers by the national treasury.

Service providers will be disqualified for non-compliance with tax status at the time of award, submitting fraudulent information, making false declarations, or being listed on the national treasury's database of restricted suppliers and defaulters. Failure by the bidder to submit the requested reference letters will lead to disqualification of their submission.
