The evaluation criteria is based on pricing (80%) and preferential points (20%).

The service provider must have a company profile indicating at minimum of three years of experience rendering in travel management services.

WHAG will monitor SLA compliance and may suspend or remove tmcs for persistent nonperformance, nondisclosure of commissions, or noncompliance with the national travel framework and institutional policies.

Bids must be hand-delivered by the stipulated time to the correct address. Late bids will not be accepted.

The proposal will be evaluated in four stages: administrative and compliance, mandatory requirements, functionality evaluation, and pricing and preference points. A minimum threshold of 75 in the functionality evaluation is required to proceed to the pricing and preference points stage.

The bidder must be accredited to provide travel management services (e. g. , ASATA certificate or relevant body). Bidders must be registered on the Central Supplier Database (CSD).

If the TMC fails to deliver services in line with agreed timelines, the OPFA reserves the right to deduct a penalty amount from the next invoice, irrespective of the service to which the penalty applies. Penalties are calculated at 5% of the total fees for delayed or non-compliant services.
