This tender is for the appointment of a panel of four recruitment agencies to provide professional recruitment services to SASSETA until March 31, 2030. There will be no compulsory briefing session. Bidders must ensure all standard bidding documents (SBD forms) are completed and submitted, along with Annexures B and C (CV templates), and initialed General Conditions of Contract (GCC). A minimum of three signed reference letters from different clients are required. The evaluation will be based on a functionality assessment (70% threshold) followed by the 80/20 preference point system for price and specific goals. Bidders must be registered on the National Treasury Central Supplier Database (CSD). Failure to submit mandatory documents will lead to disqualification.
The bid responses are to be submitted electronically via email by April 10, 2026, at 11:00 am.
The bid adjudication committee will consider the recommendations of the bid evaluation committee and make a recommendation to the award authority. The successful bidder will usually be the service provider scoring the highest number of points.
Bidders must score a minimum rating of 1 for each functionality element and meet a minimum functionality threshold of 70% to be shortlisted. They must also submit fully completed Annexures B and C, all standard bidding documents (SBD forms), and be registered on the CSD.
In the case of permanent and fixed-term contract appointments, if a candidate leaves prematurely, the service provider will be required to find a replacement or reimburse SASSETA based on a specified fee structure depending on when the candidate leaves.
There will be no briefing session for this request for proposal.
The value of this bid is estimated not to exceed R50,000,000, all applicable taxes included.
