Quality Assurance Tenders

The tender documents must be submitted by 11:00 on 18 June 2026.

MISA does not pay any amount in advance. The bidder will be paid within 30 days after receipt of a valid invoice, when the services have been fully rendered to the satisfaction of MISA, and this is done by means of electronic transfer directly into the bidder's bank account.

Bids are invited based on submission of proposal and will be evaluated in three stages, namely mandatory requirements, functionality, price and specific goals.

All four resources: manager, senior auditor supervisor, auditor and IT auditor must be members of the professional bodies, e. g. member of the Institute of Internal Auditors (IIASA) or Information Systems Audit and Control Association (ISACA) or South African Institute of Chartered Accountants (SAICA) etc. Attach proof.

All enquiries should be made at the briefing session and can also be made in writing five (5) working days before the closing date of the bid.

MISA will reject any proposal as nonresponsive that does not provide evidence of the specified mandatory requirements.

The closing date for the receipt of tenders is 17 June 2026 at 11:00.

Payment shall be made into the bidder's bank account or per cheque payment normally 30 days after receipt of an acceptable, valid invoice.

The service provider warrants that it is able to perform the service to the satisfaction of IDFC.

The bid shall be awarded at the sole and absolute discretion of IDFC. IDFC is not obliged to accept the lowest or any financial offer or proposal, nor to award the tender to the highest-ranking bidder.

Bidders must be registered as a vendor on the National Treasury Central Supply Database (CSD) and be in good standing with SARS. Proof of compulsory site briefing attendance, CHIETA accreditation or accreditation with the relevant quality council for trades and occupations (QCTO), and a valid letter of good standing for COIDA are mandatory.

A compulsory briefing session will be held on 02 June 2026 at 11:00 at the Esikhawini Vula Detergent Centre. Failure to attend will lead to disqualification.

Failure to attend the compulsory briefing session will lead to disqualification. Bids with obvious deviations from the requirements will be eliminated. Submitting fraudulent documents will result in disqualification and reporting to relevant authorities.

The tender will be awarded based on a combination of price and specific goals, utilizing either the 80/20 or 90/10 preference point system as indicated in the tender documents. The specific goals include points for entities owned by black people and women.

Tenderers must submit detailed information on the experience of key personnel, proposed organization and staffing, plant and equipment, quality assurance and environmental management systems, method statement, preliminary programme, registration certificates, VAT registration, proposed subcontractors, financial standing (including a bank rating or details), and a health and safety declaration. Proof of compliance with the National Industrial Participation (NIP) programme and relevant preference point claims must also be provided.

The tenderer confirms that they will be liable for any penalties that may be applied by the purchaser in terms of the regulations for failure to comply with the provisions of the Occupational Health and Safety Act and its regulations.

Failure to complete forms properly, not having necessary plant and equipment resources, not providing required financial information, fraudulent claims for preference points, or failure to comply with health and safety regulations can prejudice or lead to the rejection of the tender.
