This is a Request for Quotation (RFQ) for the supply of meat for the annual Marion 2026 relief voyage. Suppliers must include VAT per item and provide quotations on their company letterhead with correct banking details. Quotations received after the closing date and time will not be accepted. For quotations up to R1,000,000, the 80/20 preference point system applies. DFFE reserves the right to request additional information and to perform due diligence. Prices must be firm until delivery, except for exchange rate adjustments. Mandatory requirements include a Halaal meat poultry certificate, a food premises certificate, ISO **** or HACCP with ISO **** or ISO **** certification, and a certificate for a veterinary approved establishment. Failure to comply with mandatory requirements will lead to disqualification. Delivery is to East Pier Shed, East Pier Road, Waterfront, Cape Town. The closing date is 30 March 2026 at 11:00. Delivery is expected in the first week of April 2026. All delivery costs and applicable taxes must be included in the bid price. The service provider must submit a valid quotation on their letterhead reflecting item descriptions, validity, banking details, contact details, and CSD MAAA number. No goods/services should be delivered before an official order is received. Failure to deliver within agreed timelines may result in order cancellation and potential inclusion on the National Treasury's restricted suppliers database. The RFQ specifies detailed requirements for meat products, including types, weights, sizes, grades, packaging, labelling, transit, delivery, storage, and handling. Cold chain maintenance is crucial, with a core temperature of -18°C or lower required. Penalties of up to 5% of the total order value may be levied for non-compliance with delivery timelines. Damaged or expired items due to service provider negligence must be replaced at their own expense. Invoices must be submitted within five days after final delivery. Suppliers must comply with various acts and standards, including the South African Foodstuffs, Cosmetics and Disinfectants Act, Health Act, Meat Safety Act, and SA Trade Metrology Act. Halal products are required, with exceptions for pork. Certified kosher products may be required. If a service provider is strictly Halal, outsourcing for non-Halal products is accepted, provided the outsourced supplier meets bid conditions. Joint ventures or consortiums are acceptable for managing outsourced requirements. Meat items must have a minimum shelf life of 14 months. Supplies must be from state-approved abattoirs and prepared in compliant factories. Quality management systems like ISO **** are required. Premises must comply with hygiene and health standards. Deliveries must be made during DFFE working hours (07:30-16:00) unless otherwise arranged. The service provider must provide manpower during delivery and ensure care to avoid contamination. Non-compliant items must be replaced within 48 hours. Detailed invoices are required for services rendered. Packaging must be food-grade, with specific labelling requirements. Transit, delivery, storage, and handling must maintain a cold chain. Frozen meat must be at -18°C or lower. Transportation must be in a refrigerated vehicle. Rejection of consignment will occur if the product's core temperature exceeds -18°C upon receipt. SBD4 (Bidders Disclosure) and SBD6. 1 (Preference Points Claim Form) must be completed and submitted.

This is an invitation to quotation for the supply and delivery of 15 food parcels, 15 mink blankets, and 15 sponges by the Ramotshere Moiloa Local Municipality.
