For functionality evaluation, tenderers need to demonstrate relevant company experience in conducting skills audits, experience and qualifications of key personnel (lead consultant), and locality. A minimum of 70 points is required for functionality to be eligible for price and preference evaluation.

If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.

There is no mention of a mandatory or optional site visit in the tender document. The clarification meeting is virtual.

The tender does not require sample submissions.

Persons aggrieved by tender award decisions may lodge an appeal within 7 days of the date of the intention to award advertisement.

Bidders who do not adhere to those criteria listed below a prequalifier, will be disqualified immediately.
