National Tenders

The bid notice does not explicitly state a delivery deadline for the laptops. However, commencement of work is subject to receipt of an official purchase order after the conclusion of the service level agreement.

The bid notice states that payments of invoices will be settled within thirty (30) days from receipt of a correct and original invoice. No upfront payments will be made, and the successful bidder will only be paid after the services have been rendered. All payments will be made by the NNR only through electronic bank transfer.

All laptops must include a standard three (3) years onsite OEM service warranty after remote diagnosis, including three (3) years ProSupport. The warranty and support will apply from the date of delivery and formal acceptance of the equipment.

The successful bidder will typically be the bidder that scores the highest number of points on Phase 3 of the bid evaluation, which is based on price (80 points) and specific goals (20 points), unless the NNR exercises its right to cancel the tender or finds valid business or transformative reasons to justify awarding to a bidder who did not obtain the highest score.

Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant. They must also submit all required returnable documentation, including SBD forms and annexures, and provide proof of accreditation as a reseller of the Original Equipment Manufacturer (OEM).

The bid notice mentions that penalties may be imposed for delays in delivery or performance, as per GCC clause 22. The purchaser may deduct a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay.

The NNR reserves the right to conduct site inspections and/or due diligence, or explanatory meetings in order to verify the nature and quality of services offered by the bidder. This will be done before or after adjudication of the bid, and the site inspection and/or due diligence will be carried out with shortlisted bidders only.

The winning bidder will be required to provide a sample laptop backpack before delivery.

The bid notice does not specify a deadline for challenging the bid process or award.

Bidders may be disqualified for non-compliance with administrative or mandatory criteria, failure to submit required documentation, tax non-compliance, engaging in collusive tendering or anti-competitive conduct, or fronting.
