Bidders must submit the original document accompanied by an electronic version. The 80/20 or 90/10 preferential point system is applicable. Tenders must be enclosed in a separate, sealed envelope that bears the applicable tender heading and reference number, as well as the closing time and due date. Tenders must remain valid for a period of 90 days after the closing date. Briefing sessions are compulsory for some tenders.

Bidders should ensure that bids are delivered timeously to the correct address. Late bids will not be accepted. Bids must be submitted on the official forms. The bid is subject to the preferential procurement policy framework act, general conditions of contract (GCC), and any other special conditions of contract. All contributions, prices indicated in the proposal, and other recurrent costs must remain valid for the period of one hundred and fifty (150) days after the closing date and time. Bidders should check the numbers of the pages to satisfy themselves that none is missing or duplicated. SANParks draws bidders attention that amendments to any of the bid conditions or setting of counter conditions by bidders will result in the invalidation of such bids. SANParks reserves the right to withdraw and cancel the bid invitation prior to making an award. Any effort by bidders to influence evaluation, comparisons, or award decisions in any manner will result in the rejection and disqualification of the bidder concerned. SANParks, in ensuring that bidders conduct themselves in an honest manner, will, as part of the bid evaluation processes where applicable, conduct or initiate the necessary enquiries/investigations to determine the accuracy of the representation made in the bid documents. Bidders must indicate compliance/non-compliance with the requirements and substantiate their response with supporting evidence. The project lead must have NQF level 8 or higher qualification in HR/HRM, organisational psychology, industrial psychology, change management or related field. One or more members of the project team must be a certified change management professional (e. g. , Prosci, ADKAR, Kotter). Bidders must achieve a 75 minimum qualifying score for consideration to the next phase. Bidders who fail to comply with the set minimum threshold of 75 per the technical requirements will be eliminated and not proceed to price and preference evaluation phase. The contract period is for one year. Deliverables include an inception report, change readiness assessment report, barrier analysis and employee engagement plan, change management model and implementation plan, targeted interventions toolkit, monitoring framework, internal capacity-building plan, and a final project closeout report. All prices quoted should be inclusive of value-added tax (VAT). The tender is subject to the 80/20 preference point system. Bidders must submit a fully completed pricing schedule (SBD 3. 1), SBD 4 (bidders disclosure), SBD 6. 1 (preference points claim form), SBD 7 (contract form), and GCC (general conditions of contract). Proof of registration on the Central Supplier Database (CSD) is mandatory. SANParks adheres to the Protection of Personal Information Act (POPIA) requirements. SANParks reserves the right to disqualify any bidders who do not comply with the bid requirements.

No emailed or faxed submissions will be accepted. A compulsory briefing session will be held on June 20, 2025, at 11:00 AM at the ARC, Olifantsfontein Road, Irene, Main Building. Bid evaluation will be in four phases: precompliance, mandatory requirements, functionality, and price/specific goals. Bidders must meet specific registration and experience requirements to advance to the next phase. Preference points are awarded based on BEE status and other criteria. Additional documents, such as proof of registration on the Central Supplier Database (CSD), valid professional certificates, and CIDB grading, are required. Weekly progress reports and a one-year warranty on mechanical and electrical components are required. Payment terms are within 30 days of submission of a substantiated claim and required reports.

Payment of accounts will be made within 30 days after receipt of a correctly completed and approved invoice. Pre-bidding testing is for the contractor's account. A 12-month warranty is required. A 3-month after-sales service agreement is required. Firm prices only will be accepted. All delivery costs must be included in the bid price. The tender will be evaluated on the criteria for a market-related price. The full cost of the service must be indicated and may not be discounted or cross-subsidized. Prices must be valid for 90 days from the bid closure date. CASIDRA SOC LTD retains the right to amend financial calculations and accept the amended amount as the new bid amount.

The Western Cape Government (Wesgro) is seeking proposals for a three-year Barrett Survey Model implementation. Bidders must comply with mandatory requirements, including valid Barrett Values Survey accreditation, and achieve a minimum functional score of 70. The evaluation criteria include company profile, experience, quality of solution, capacity to deliver, and references. Pricing for all deliverables is required.
