Bids must be submitted on or before Friday, 26th of June 2026, by 11:00.

The evaluation will be based on a 90/10 split for price and specific goals, with a minimum functionality threshold of 70 points.

Bidders must be registered on the Ramotshere Moiloa Local Municipality supplier database, be in good standing with PSIRA, and have proven track record and social responsibility record.

Penalties are applicable for various failures, including failure to have working radio communication, failure to cloak, late posting, failure to be in uniform, and negligent failure to safeguard assets.

Bidders must be prepared for Ramotshere Moiloa Local Municipality security team to visit the head office to verify standards.

Bidders will be disqualified if they fail to meet the minimum threshold for functionality, submit fake documents, or if their bid is late.

The tender will be awarded based on a combination of price and specific goals, utilizing either the 80/20 or 90/10 preference point system as indicated in the tender documents. The specific goals include points for entities owned by black people and women.

Tenderers must submit detailed information on the experience of key personnel, proposed organization and staffing, plant and equipment, quality assurance and environmental management systems, method statement, preliminary programme, registration certificates, VAT registration, proposed subcontractors, financial standing (including a bank rating or details), and a health and safety declaration. Proof of compliance with the National Industrial Participation (NIP) programme and relevant preference point claims must also be provided.

The tenderer confirms that they will be liable for any penalties that may be applied by the purchaser in terms of the regulations for failure to comply with the provisions of the Occupational Health and Safety Act and its regulations.

Failure to complete forms properly, not having necessary plant and equipment resources, not providing required financial information, fraudulent claims for preference points, or failure to comply with health and safety regulations can prejudice or lead to the rejection of the tender.

The closing date for submissions is 22 May 2026 at 16:00pm.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points will be allocated for specific goals as per PPPFA 2022.

Service provider must be registered with the Department of Labour as an AIA and must provide certification documents to validate such with a registration number. It is also highly recommended that the company also has the SANAS 17020:2012 accreditation. Equipment to be used for all measurements must be calibrated and SABS approved. Calibration certificates for all instruments to be used must be submitted. Key personnel should be registered with SAIOH as occupational hygiene technologist x2, have at least 3-4 years experience in occupational hygiene, and have appropriate qualifications in safety, hygiene or environmental health management or engineering field. The service provider shall provide JW with at least 2 reference letters from clients for work completed or in progress in relation to the scope of work.

There is no briefing session for this tender.

NB: Failure to include all applicable taxes on quotation will lead to disqualification. Quotations received after closing date and time will not be accepted. Quotations without brand names where required will not be accepted.
