The Department of Sport, Arts and Culture requires quotations for conservation materials. Bidders must complete attached SBD 4 and SBD 6. 1 forms and submit them with their quotations. The preferential procurement regulation 2022 and the 80/20 preference point system will apply. Bidders must submit proof of ownership, B-BBEE certificate, and disability certificate to claim preference points. The quote closing date is July 22, 2025 at 12:00 PM.

Bidders must be registered on the National Treasury's Central Supplier Database (CSD) and their tax matters must be in order. Bid documents may be emailed to ***@***. *. * or deposited in the bid box at the specified address. Bids must be submitted on the official forms and are subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The bid will be evaluated based on relevant specifications, value for money, capability to execute the contract, and PPPFA associated regulations. No bids will be considered from persons in the service of the state. Failure to furnish required particulars may result in disqualification. The successful bidder will be required to fill in and sign a written contract form (SBD 7). The offer must be valid for 60 days from the closing date. The accompanying information must be used for the formulation of proposals. Bidders are required to indicate a ceiling price based on the total estimated time for completion of all phases and including all expenses inclusive of VAT for the project. Persons who will be involved in the project and rates applicable certified invoices must be rendered in terms hereof. Travel expenses, other expenses (e. g. , accommodation) must be detailed and supported by certified invoices. The period required for commencement with the project after acceptance of the bid, estimated mandays for completion of the project, and whether the rates quoted are firm for the full period of the contract must be indicated. If not firm, details of the basis on which adjustments will be applied for (e. g. , consumer price index) must be provided. The bid is subject to the 80/20 preference point system if the value is equal to or below R50 million. Bidders must register on the Central Supplier Database (CSD) at www. ***. *. * questions regarding this RFQ must be forwarded to [email protected] within 24 hours after the RFQ has been issued. If a bidder believes the RFQ specification is based on a specific brand, they must inform the MLRF within two days before the RFQ closing date. Where quotations/proposals submitted are equal to or below R50 million, bidders are required to submit the original and valid proof for preference points claimed or certified copies thereof to substantiate their preference points claims. SBD 6. 1 must also be duly completed, signed, and submitted alongside the bid to claim preference points. All quotation/proposals submitted must be inclusive of VAT if you are VAT registered and must be quoted in South African Rands (ZAR) and price must be firm. The full costs must be disclosed as there will be no variances that will be entertained, and no price adjustment will be entertained after the purchase order has been issued. The MLRF pays within 30 days after receipt of a valid tax invoice and after approval of relevant invoice and reports and does not make upfront payments or deposits. It is the responsibility of prospective bidders to ensure that all bid documents are submitted before the closing date and time of the RFQ. The MLRF reserves the right not to make any appointment and shall not entertain any claim for costs that may have been incurred in the preparation and the submission of this quotation/proposal.
