The Road Accident Fund (RAF) is seeking a service provider for the maintenance and support of its Guidewire and Intelligent Data Platform (IDP) for a period of five years. The bid closes on April 10, 2026. Proposals must be hand-delivered or couriered. Key requirements include experience with Guidewire implementations, a business continuity management plan, and compliance with tax regulations. The scope of work involves operating and managing the Integrated Claims Management Solution (ICMS) application support center, including a help desk for L2, L3, and L4 support. Bidders must be accredited Guidewire partners and provide references. The evaluation will be in phases, including initial screening, mandatory requirements, technical/functional evaluation, and price/specific goals. The contract duration is five years, with a support structure from Monday to Friday, 06:30 to 18:30 SA time. Service response times and resolution targets are defined for different severity levels. The service provider will be responsible for operations, maintenance, enhancements, and support readiness. Resources will be based in South Africa. The bid also includes provisions for national industrial participation (NIP) and preferential procurement.
The bid closing date is 10 April 2026 at 11:00 AM. Proposals must be deposited in the tender box on or before this date and time.
The evaluation process will be conducted in phases: initial screening, mandatory evaluation, technical/functional evaluation (minimum 70 points), and price and specific goals evaluation using the 80/20 or 90/10 preference point system.
Bidders must be eligible, registered service providers with a business continuity management plan. They must also be certified/accredited Guidewire partners (Advantage Partner, Global Premier Partner, or Global Strategic Partner) and provide proof of accreditation. Experience with Guidewire implementations and/or maintenance support for at least two clients is required.
The General Conditions of Contract state that if the supplier fails to deliver any or all of the goods or to perform the services within the specified periods, the purchaser shall deduct a penalty from the contract price, calculated on the delivered price of the delayed goods or unperformed services.
A non-compulsory briefing session will be held on 26 March 2026 at 11:00 AM at the Road Accident Fund ECO Glades 2 Office Park, 420 Witchhazel Avenue, Centurion.
