Data Transformation Tenders

The contract will be on a month-to-month basis for a period not exceeding twelve (12) months from activation of services.

The RFQ will be awarded to the bidder scoring the highest points, based on a combination of price and specific goals according to the 80/20 preference point system.

Bidders must meet mandatory criteria including having access to or operating a Tier 3 or above data centre. Proposals will be evaluated on functional criteria with a threshold of 70 points out of 100.

The bid closing date is 10 April 2026 at 11:00 AM. Proposals must be deposited in the tender box on or before this date and time.

The evaluation process will be conducted in phases: initial screening, mandatory evaluation, technical/functional evaluation (minimum 70 points), and price and specific goals evaluation using the 80/20 or 90/10 preference point system.

Bidders must be eligible, registered service providers with a business continuity management plan. They must also be certified/accredited Guidewire partners (Advantage Partner, Global Premier Partner, or Global Strategic Partner) and provide proof of accreditation. Experience with Guidewire implementations and/or maintenance support for at least two clients is required.

The General Conditions of Contract state that if the supplier fails to deliver any or all of the goods or to perform the services within the specified periods, the purchaser shall deduct a penalty from the contract price, calculated on the delivered price of the delayed goods or unperformed services.

A non-compulsory briefing session will be held on 26 March 2026 at 11:00 AM at the Road Accident Fund ECO Glades 2 Office Park, 420 Witchhazel Avenue, Centurion.

The closing date for bid questions and enquiries is 31 March 2026. Questions and answers will be published on the RAF website on 03 April 2026.

The delivery time or date stated in the purchase order shall be regarded as fixed and the supplier shall adhere strictly thereto.

Payments shall be effected within 30 days after submission of monthly statement.

The supplier warrants that all goods and services supplied under this purchase order will be in accordance with all contract requirements in terms of the purchase and free from defects or inferior materials, equipment, and workmanship for twelve 12 months after final acceptance of the goods or services.

Should the supplier fail to perform and make delivery in terms of the purchase order, exception of force majeure specified in clause 8. 13, rand water shall be entitled to impose a penalty, which shall be deducted from the payment statement.
