The evaluation includes a first stage test for administrative responsiveness and a second stage functionality criteria, with proposals needing to meet a threshold of 70 to proceed. only proposals that meet the threshold of 70 will proceed to the next stage

Prospective bidders are required to satisfy themselves as to the credibility of the port authority timelines and will be required to satisfy all the requirements and criteria prescribed in this RFP in respect of fuel legal functionality criteria in so far as it pertains to the requirement for environmental authorizations.
