This is a Request for Quotation (RFQ) for the services of a professional registered Civil Engineer or Civil Technologist to provide engineering services at the St Peters precinct. The scope of services includes stages 3 to 6: design, development, approvals, documentation, procurement, implementation, execution, and closeout. The main applicant must be a professional registered Civil Engineer or Civil Technologist with valid ECSA registration. A registered Construction Health and Safety Agent with SACPCMP registration and a minimum of 5 years of experience is also required. Architectural services may be included. The applicant must make provision for all costs, and no further budget variations will be permitted. The professional engineer technologist must be based within the NMB for the duration of the contract. The project follows tight timelines, with construction commencement expected before 28 May 2026. Pricing requirements include detailed pricing proposals with separate lines for hourly rates for the professional architect and health and safety agent. Rates and prices submitted will remain fixed for the duration of the project. Quotations must be in South African Rand (ZAR) and include VAT. Payment will be made within 30 days of receipt of a valid invoice and statement of account. All potential suppliers must be registered on the Central Supplier Database (CSD). Required returnable documents include a full CSD report, valid BBBEE certificate, MBD4, municipal billing clearance certificate or equivalent, MBD9, and proof of banking details. Quotations are valid for 60 days from the closing date. Functionality criteria include direct involvement in previous projects, experience of the registered civil engineer, and experience of the professional architect.

The bid requires bidders to complete a pricing schedule with fixed prices in South African Rand (ZAR). All costs must be included in the unit price. Incomplete or conditional pricing will lead to disqualification. Payments will be made only for verified and accepted screening outputs.
