The tender is for a specialist service provider to render a full range of pathology services for employees of the City of Cape Town. The contract period is 36 months. The service provider must have appropriate occupational health and safety and infection control systems and procedures. Results for tests done must be available within 5 working days. All invoices must comply with city invoicing requirements. The service provider must submit bi weekly invoices to accountspayable. The service provider may be required to attend city premises to perform specimen collection. Sanas accreditation of laboratories is required. The service provider is required to provide access to the relevant pathologist for a city occupational health practitioner, to discuss pathology results. The supplier shall complete, sign and submit with each invoice, the following: a monthly project labour report. The supplier shall commence with and carry out the delivery of the goods andor services in accordance with the contract, to the satisfaction, of the purchaser. The supplier must deliver the goods in accordance with the contract and with all reasonable care, diligence and skill in accordance with generally accepted professional techniques and standards.
The bid notice states that the supplier shall complete and deliver the goods within the period stated in clause 10, or any extensions thereof in terms of clause 21.
The supplier must make good at his own expense, all incomplete and defective goods during the warranty period.
The CCT will perform a risk analysis in respect of the following: a reasonableness of the financial offer b reasonableness of unit rates and prices c the tenderers ability to fulfil its obligations in terms of the tender document, that is, that the tenderer can demonstrate that heshe possesses the necessary professional and technical qualifications, professional and technical competence, financial resources, equipment and other physical facilities, managerial capability, reliability, capacity, experience, reputation, personnel to perform the contract, etc.
The tenderer can, as necessary and in relation to the proposed contract, demonstrate that he or she possesses the professional and technical qualifications, professional and technical competence, financial resources, equipment and other physical facilities, managerial capability, reliability, experience and reputation, expertise and the personnel, to perform the contract.
The supplier must pay to the purchaser any penalty for delay as due on demand by the purchaser. The supplier hereby consents to such amounts being deducted from any payment due to the supplier.
